Yes, but they do not give instant dramatic results. Candle magic was even practised in the old testament. The difference was the results were called miracles instead of magic.

Yes. They are by far the most effective spells out there. You should search yahoo for some more info. If you are going to cast a spell remember to use candles only once and to charge the candles first. This will ensure success.
