Could mean that there’s too much wind or somthing in the room. Or just the opposite. When there’s not enough ventilation the candle might snuff itself out because of the carbon dioxide it produces through combustion. The carbon dioxide released is not circulated well enough and forms a kind of “blanket” which essentially smothers the flame.

It means the melting wax has nowhere to go and the wick is being smothered.
